Helpful Government Agencies
There are a number of Kosovo government ministries and agencies that can be helpful to you in planning and carrying out international trade transactions. For international transactions in goods, Kosovo Customs is perhaps most important. Customs is responsible for monitoring all imports and exports of goods for compliance with law and collecting import duties and taxes. In addition, the Ministry of Trade and Industry (MTI) and its Trade Division and its specialized agencies, the Investment Promotion Agency of Kosovo (IPAK) and Kosovo Standardization Agency (KSA) have important functions. MTI’s Trade Division is responsible for trade negotiations, enforcing trade remedies and for analyzing trade statistics. IPAK promotes foreign investment in Kosovo. KSA is responsible for the development and application of product standards.
Other agencies that play an important role in trade in goods include the Food and Veterinary Agency (FVA), which is organizationally under the Office of the Prime Minister (FVA is responsible for the inspection and certification of food, including animal products, and animal health in Kosovo); Ministry of Agriculture, Forestry and Rural Development (responsible for trade in agricultural products); and the Energy and Mining Ministry that has oversight over Kosovo’s important mining sector.
For trade in services, the Kosovo Border Police is responsible for immigration matters and work permits; the Industrial Property Office of MTI is responsible for protection of patents, trademarks and industrial designs and the Culture, Youth and Sports Ministry is responsible for copyrights. In addition, the Infrastructure Ministry is responsible for telecommunications trade and the Central Bank of Kosovo regulates the banking and insurance industries.
